The action this idiot, Mihevic, should be taking is getting the sidewalks, TTC stops, etc. cleared and then going after the appropriate people. Much of the problem are snow banks caused by the city clearing the roads. Mihevic is a big supporter of the homeless so I would wonder why he doesn't give shovels to them and get the job done.

It's time to get tough with businesses and homeowners who don't clear snow and ice from their sidewalks, Toronto Councillor Joe Mihevc says, and he's calling for quick fines and city action for those who won't comply.
