City Hall cherry-picks policy to suit the situation and influence of the players involved

As I continue to follow the nuttier-by-the-day saga of who gets to chop away at the city's precious tree canopy -- and who does not -- I've come to one conclusion: Council's tree-hugging hypocrites and the city tree police who prop them up are -- to put it bluntly -- out of their tree.
