Landlord Gloria Salomon thinks the new apartment licensing scheme being dreamed up by Coun. Howard Moscoe is a huge "waste of time" and precious tax dollars.

"The city has always had the power to get rid of bad landlords and fix up (their) buildings and they're not doing it," the director of Preston Apartments told me late last week.

Salomon, whose company manages six properties comprising 1,800 suites, said inspectors with the city's municipal standards division already have "carte blanche" to go through "every little corner" of a building in response to a complaint.
