My opinion is that shouldn't be. You want o burn your face off doing it too bad for you.
But the safe injection sites, that addresses the problem of spreading HIV infection that affects everyone and puts other people at risk. Let's keep sane about that health risk and keep that going. It have never been proven that it promotes drug use at all. No one says 'hey I can get a free needle, so I'm going to go try heroin!'.
