The Better Way Could Get More Expensive.......

.....and will impact on those who can least afford it. In my household budget I have had to do some trimming to offset the increase in fuel and utility costs.....what has the city done to trim their costs? They might want to increase their budget to find homes for panhandlers as they might find an increase in panhandlers on our streets.
