Ontarians could be excused for forgetting that this is the second Dalton McGuinty government, given all the blame that is going around. Remember, this is a government that has increased both taxes and spending. Yet you'd never know it to listen to its Finance Minister, Dwight Duncan. Blame Mike Harris. Blame Stephen Harper.
