Would This Not Be Considered Ghettoization

Maybe the answer is to mandate that each neighborhood have it's own Entertainment District that would cater to the morays and tastes of that neighborhood and non-residents would be issued a form of "passport" so that troublemakers could be identified and banned........

TORONTO — In the late 1990s, Toronto acted to form an Entertainment District to keep all of the city's bars, clubs and most importantly, party hounds, in a confined and highly-regulated area.

Now, about a decade later, the Entertainment District is indeed a clubland -- but the boisterous crowds, booming late-night noise, growing violence and the number of legal infractions committed by the clubs have some believing the area is nothing more than an urban cultural wasteland.
