George Smitherman says he will freeze your taxes, spend more on core services and still save you money, if he’s elected Toronto mayor.

The budget blueprint, released Monday, sounds like so much hocus-pocus, and on one level it is. But using a well-known formula at Toronto city hall, success may be possible. So long as the rich uncle up at Queen’s Park bankrolls the city to the tune of $100 million a year, we’re good.

Smitherman, the former deputy premier under Dalton McGuinty, and the candidate that McGuinty Liberals are supporting in the Toronto mayoralty, said Monday he has a “reasonable expectation the province will pay.”

While he suggests his relationship with provincial party friends gives him an inside edge in landing such aid, Smitherman’s strategy borrows from a well-worn budget playbook, dating back to the start of amalgamation. This only goes to show that Toronto’s money woes are easily addressed, as long as the province maintains the city’s allowance.
