This decision has two potential gains; 1) will offset some of the new costs created by the HST that common sense dictates the owners would eventually have to pass on to tenants. 2) call in to question Comrade Miller canceling private and cheaper garbage collection in the old city of York and whether this was the price of union support in his last election.
