The days and nights on board the MV Sun Sea seemed endless, but for some of the women on the rickety cargo ship headed to Canada, there were hopeful signs their voyage had a destination in sight. 

...but rather the promotion of feminism which will lead to them seeing the Liberals are their saviors. I know this is a bit of a stretch but look back at the cycle of immigration, the party in power and the allegiance of those immigrants.

One advantage the old Liberal party had over its rivals was the presence in both competing camps of fringe elements with bad timing.

Just when things were looking up for the Tories or NDP you could count on some left-wing fruitcake or right-wing nutbar to pipe up with something outrageous to say, undermining the credibility of the entire party. Somebody would notice a website showing the local New Democrat candidate with no pants in a field of marijuana plants, or a video would mysteriously surface of a backwoods neanderthal with a mouldering Conservative party membership, railing about how immigrants should all be sent back where they came from.

It never seemed fair that the Liberals managed to avoid similar outbursts, perhaps because zealots usually have strong beliefs and Liberals tend to change their convictions according to the prevailing poll numbers, making it harder to keep up with them. So thank God for Hedy Fry, the MP from Vancouver, who has firmly established herself as a one-woman lunatic fringe entrenched firmly at the heart of the Liberal party.

Outside Ottawa, there's a lively debate going on about how to fix Canada's outdated, inequitable employment insurance program.

Economists, labour leaders, social activists and academics are putting forward thoughtful proposals. Left and right wing theorists are finding common ground. Ideas are flying.

Inside the nation's capital, the only thing flying is mud.

Employment insurance reform is just a slogan, mired in partisan politics. The most Canadians can expect this year is election-inspired tinkering.

This lack of national leadership is frustrating. But it is reassuring to know that Canadians are willing to tackle the problem themselves and are capable of coming up with creative solutions.

At minimum, these policy trailblazers are raising public awareness of what could be done. More optimistically, they're developing well-researched policy options for such a future government.

At the moment, there is no consensus in the land, which is hardly surprising considering the divergent perspectives of the groups involved in the debate. But three crosscutting themes have emerged.

The first is that Canada's EI system needs a major overhaul. Adjustments in the regional benefit structure or the maximum entitlement for qualified claimants won't help the 60 per cent of jobless Canadians now excluded from the system. One stand-alone change – such as lowering the number of hours required to qualify for benefits – would still leave millions of workers unprotected.

The second is that successive governments have loaded too many social benefits onto the EI system, using workers' and employers' premiums to pay for programs that should be financed by all taxpayers. Half of the money in the EI pool is now used for maternity benefits, parental leave, compassionate care support, job training and sickness benefits.

The third is that the EI system is poorly designed. It encourages workers to stay put rather than go where the jobs are. It subsidizes seasonal workers at the expense of year-round workers. It charges all employers identical premiums regardless of their layoff history. It induces provincial governments to push welfare recipients into the workforce just long enough to qualify for EI benefits.

Here are some of the policy prescriptions that appear to have broad-based support:

Restore the EI program to its core function: protecting workers from hardship in the event of accidental job loss.

Pay for all of the other benefits EI provides – to expectant mothers, new parents, people providing end-of-life care, individuals who need training – out of general revenues. Not only would this clarify the purpose of EI, it would open up these benefits to Canadians who aren't covered by employment insurance.

Establish a single national eligibility standard and provide equal benefits across the country, rather than shielding workers in low-employment regions from market forces.

This would remove the incentive for laid-off workers in slow-growth regions to stay put and wait for job opportunities to come to them. It would also allow employers to reduce their reliance on temporary foreign workers, who are mobile and easy to recruit.

Either extend EI coverage to self-employed, part-time and contract workers, or set up a separate – possibly voluntary – job insurance program for them.

Denying the most vulnerable members of the labour force the opportunity to protect themselves from the risk of unemployment is not only unfair, it violates the purpose of the program, which is to allow working Canadians to pool a portion of their earnings to provide everyone with a financial cushion should they lose their paycheque.

There are other interesting suggestions making the rounds, but most are modifications of these schemes. There is no apparent acrimony among the proponents of competing blueprints.

The brainpower and civility in this country are impressive. It is a shame they are nowhere to be seen in Ottawa.

"Socialist Silly Hall" isn't staying out of the provincial byelection in St. Paul's.

Progressive Conservative candidate Sue-Ann Levy unveiled the endorsement of 10 Toronto city councillors yesterday despite the fact that as the Sun's City Hall columnist she's spent more than a decade often jabbing, poking and prodding them with her pen. The 10 councillors include: Case Ootes, Denzil Minnan-Wong, Michael Thompson, Frances Nunziata, Doug Holyday, Rob Ford, David Shiner, John Parker, Cliff Jenkins and Mike Feldman.

All 10 signed a letter of support for Levy -- who is currently on a leave of absence from the Sun -- that heralded her support of lower taxes, fiscal responsibility and transparency in government.

"Sue-Ann's feisty and critical spirit has always kept us on our toes and we feel that her relentless quest for truth will go a long way in bringing accountability to Queen's Park," the letter states.

Liberal candidate Eric Hoskins has his own list of community leaders within the riding that are endorsing him. Posted on his website, it includes St. Paul's Liberal MP Carolyn Bennett and Toronto public school trustee Josh Matlow.

"I'm running to be the provincial representative and as I understand it these are names of councillors, these are municipal names that are supporting her," he said.

NDP candidate Julian Heller's campaign also pointed to his endorsements from local residents.

Manufactured Controversy: Vancouver Pride Edition

It’s another day, and that means it’s time for another manufactured controversy, this time pertaining to the Conservatives opting not to join the Gay Pride parade in Vancouver. Not that it’s any different from the previous 18 years the event has been hosted, but this time the absence is even more notable because of the recent campaign to discredit the government based on a theory that they’re now pandering to their socially conservative base.

That gives Vancouver Centre Liberal MP Hedy Fry the perfect pulpit from which to launch into a partisan diatribe:

“They have never had any MPs in Pride for the 18 years that I’ve been there, so why should they start now?” Fry told the Georgia Straight in a phone interview. “If that is an indicator of how they view community events, they have obviously decided that some communities are worth their attention and some communities are not.”

This is as disingenuous a statement as can be imagined. If one is under the apprehension that the absence of a politician from an event constitutes a lack of support, or lack of approval, from that politician and the party he represents, it’s a sad indictment of our neediness. Politicians miss events all the time, owing to personal commitments, work duties, or various other reasons. Given that even the organizers from Pride Vancouver acknowledge that showing up is an opportunity to woo voters, isn’t that a rather cynical and self-serving reason to attend? And can you imagine what might happen if a Conservative politician did show up to partake in the parade? The same people deriding the Conservatives for not attending, would likely be deriding them for attending because, as we all know, they’re socially conservative rednecks. Right?

If each time a Conservative MP didn’t show up to an event, one considered that this reinforced some belief that the Conservative party had a “phobia” for that community, or that event, there would be a very long list of people with ridiculous grievances. NDP MP Libby Davies, for instance, opines:

“It would be really smart of them [the Conservatives] to show up and to show that they understand what the Pride parade is about and reach out to people. If they don’t show up, they reinforce this very strong feeling in the community that the Conservative party is homophobic, that they don’t like anything to do with Pride, and so it’s actually in their political interests to show that they are willing to reach out and meet people in the LGBT [lesbian-gay-bisexual-transgender] community.”

So if they don’t show up, that means they’re homophobic. Do I have that about right? Never mind the fact that all residents of Canada are treated equally under the law, that all Canadians receive the same fair treatment from the government, and that regardless of gender, race, or sexual orientation, the government is obliged to treat each community with the same importance. When you apply circular logic, you’re bound to wind up with a conclusion that satisfies your theory:

1. Conservatives are homophobic.
2. Gay pride parades are held throughout Canada.
3. Conservatives have not attended pride parades.
Therefore
4. Conservatives are not inclusive to Canadians who are gay
Concluding that
5. Conservatives are homophobic.

It makes more sense if you’re a Liberal.

Applied similarly to other events, we come to the same logical conclusion:

1. Conservatives hate ice hockey.
2. Ice hockey games are held throughout Canada.
3. I haven’t seen any Conservatives at my local hockey game.
Therefore
4. Conservatives are not inclusive to hockey players
Concluding that
5. Conservatives hate ice hockey.

A study suggests the obvious. Being subjected to constant low frequency vibrations, like those that are caused by wind turbines, causes health problems. Ontario's Minister of Energy, George Smitherman, has already said that the government of Ontario will simply ignore the complaints of residents and put windmills where ever he sees fit to put them.
I'm calling this Smitherman Hum. Not the low frequency vibrations and constant background noise that might be at the root of the health problems being reported by people forced to live near wind farms, though that would be apt. To be precise, the Smitherman Hum refers to the loud humming noise George Smitherman makes as he plugs his ears with his fingers so that he can pretend not to have heard Ontario residents who are demanding that their property rights be respected.

It's the one day of the year when one man confirms what you always believed: the government is wasting a lot of your tax money.

It comes from the pen of James McCarter, Ontario's Auditor General, who spent months looking at the ways Queen's Park spends your dollars.

Among the findings in his annual report: the Liberals are collecting $500 million less in tobacco taxes than they should and no one's watching the watchdogs charged with making sure your money is spent efficiently.

The tobacco tax omission is amongst the most glaring of the fault finding in his review. That $500 million in uncollected revenues is the same amount as this year's projected deficit.

"This is a lot of money that the province could be missing out on during these difficult economic times," McCarter critiques in a statement. "The existence of this tax gap remains a major issue for provincial tax coffers."

McCarter also found flaws with the amount of taxes paid on gasoline and diesel-fuel, cash cows that normally swell the government's coffers.

The Liberals have also committed millions of dollars to the court system trying to fix the backlogs, but they continue to grow longer despite the infusion of cash.

What else is on his list of eyebrow raising problems?

There's a serious absentee problem in the province's jails, with corrections officers taking an average of 32.5 sick days annually.

The government is also pouring your dough into improving programs, while little improvement is ever actually noted. McCarter cites special education as a specific example, pointing out it's received a boost of 50 per cent in funding but only five per cent more children are being helped.

And on one seems able to explain just where that money went.

He's also critical of food inspection standards, which helped lead to this summer's deadly listeriosis outbreak.

And he takes the Technical Standards and Safety Authority to task again, for the second time since 2003. That organization is responsible for overseeing safety provisions are met in a host of industries - including those that handle propane.

But he notes the huge explosion at the Sunrise facility in North York proves not enough has changed to stop the kind of accident that left two dead and many homes in ruins in August.

And he has bad things say about the so-called P3 Hospital Project, the first private-public partnership effort of its kind in Ontario. "The costs and benefits of this public-private partnership approach were not adequately assessed before the decision was taken to proceed," McCarter writes. "Our work indicated that the all-in cost could well have been lower if the government had built the hospital itself."
