The people who run teachers’ unions in North America fall into a faint when anyone proposes paying teachers on the basis of ability. It’s so radical and outrageous a proposal, so foreign to union thinking, that they don’t even want it tried. They don’t want to be told that it’s already been applied in many places. They don’t want to hear about it again, ever. It terrifies them.
