...have cyclists pickup the cost and adhere to the same beauracy legislation, bylaws, etc.  as motorists
 

Much talk but little action on improving city for Toronto’s ‘Little Bike People’

Peter Kuitenbrouwer: A city study notes, ‘more Torontonians want to bicycle, but do not feel safe.’ So how can we improve our cycling infrastructure as has happened in New York, Chicago, Montreal and Vancouver?
