The study, released Monday, looked at cigarette butts found at 136 sites and identified the highest use of contraband tobacco in the communities of Brandford, Barrie and Windsor.
The percentage of illegal cigarettes found at some racetracks, hospitals and schools ranged from one in three to almost half.
The cigarettes are purchased on First Nations reserves but are not meant to be moved throughout Ontario.
