If the City Of Toronto owns the garbage I put out at the curbside why am I paying a fee, in addition to property taxes, to have it picked up? Personally I feel that until the job for life city worker picks up my garbage and recyclables it is my property and I have no problem with feeding the homeless......

Crackdown on scavengers would unfairly target the city's poor, homeless advocate says
The last thing the city needs is "garbage police" targeting those who scavenge bottles, cans and other materials from the city's recycling program, says midtown Councillor Karen Stintz, who urged bureaucrats yesterday to abandon plans for a fall crackdown.
City officials say the skimming of recyclables - especially aluminum cans and scrap metal - by lone scavengers armed with shopping carts, as well as professionals with trucks, is costing the city up to hundreds of thousands of dollars, although they do not have firm estimates.
Geoff Rathbone, head of the city's solid waste department, told The Globe and Mail that the city intends to launch a blitz later this year on scavenging, which is already illegal and punishable by a $360 fine.
Ms. Stintz slammed the idea, noting that the city just brought in controversial garbage fees for homeowners meant to raise $56-million a year.
