The big decisions
Three days of punditry on remaking the NDP, resisting the goons of Vancouver, the future of Canada Post and the CBC, and, uh, a potentially deadly industry that employs all of 200 people part-time.
The Toronto Star‘s Chantal Hébert post-mortems a weekend of touchy debates at the NDP convention in Vancouver over topics like ruling out cooperation with the Liberals (defeated) and eliminating the word “socialism” from the party constitution’s preamble (also defeated). The Dippers don’t need to figure all this out immediately, says Hébert. But keeping Quebec on board is going to be a full-time job. “Should the NDP turn out to not to have the stomach to go the extra miles to recast itself as a competitive contender for federal power,” she warns, “it will quickly lose the allegiance of its more recent fellow travellers.” After all, as Hébert notes, there were more Quebec delegates at the recent Conservative convention than there were at the New Democrats’.
Mark Milke, writing in the Calgary Herald, doesn’t see how the NDP can continue to appease Quebec nationalists — on language laws, on the Clarity Act, on the province’s over-representation in the House of Commons — without greatly offending supporters and potential supporters in other provinces. “It would be amusing to watch the NDP leader defend his call for more Quebec seats to voters in under-represented British Columbia or in southern Ontario,” he suggests. (Well, people in southern Ontario don’t care about such things. But B.C., we agree, would be highly amusing to watch.)

A Quebec language study enrages linguistic cannibals.
According to a study commissioned by the Centrale des syndicates du Québec (CSQ), Quebec’s largest and reliably nationalist union body, since 1997 more than half of the students enrolled in anglo cegeps (Quebec’s post-secondary, two-year college programs preceding university) come from the francophone and ethnic communities.
The study found that these students chose the anglo institutions expressly because they served as immersion centres for gaining proficiency in English. And why did they wish to learn English? Because — prepare for a shock — they felt they would get better jobs if they spoke both French and English, you see. And if that weren’t insult enough to sovereigntists, the study also found that many students of ethnic background were actually more comfortable speaking English than French.

Mr. Wright is awaiting a bill introduced in the Commons in April that would create 30 new ridings, giving 18 seats to Ontario, seven to British Columbia and five to Alberta. What makes the legislation controversial is that no new seats will go to Quebec, which already has 75 in the House.
The pollster asks: Why bother with Quebec? Mr. Wright suggests the Harper government has already given up trying to woo the province after making so many concessions with so few results. Read More »

- In bits and pieces, Quebec is working out just what constitutes “reasonable accommodation” of religious minorities, particularly Muslim women. It’s a delicate balancing act between legitimate religious freedoms and the greater society’s culture norms. But the province seems to be developing some guidelines that might inform the rest of the country. Two weeks ago, Quebec’s Cabinet backed a community college’s decision to expel an Egyptian-born woman from a French-as-a-second-language class for refusing to show her face while being examined on French pronunciation. Instructors insisted they could not know whether Naema Ahmed had the proper elocution unless they could see her lips move. When she refused to remove the face covering of her niqab to let her male instructor study her face, the college dismissed her. She has filed a human rights grievance. Her grievance, however, may not get that far. This week the province’s human rights commission ruled that Muslim women applying for a provincial health-care card cannot demand their photograph be taken by a female clerk. The unveiling needed for the ID ID photo is so brief, there is no violation of Islamic modesty codes if only a male clerk is available.
