...BUT  I think BCF, I know I do, recognize that these are a small group and if there is guilt to hand out it is to the majority in the community that allow this to happen for a number of reasons; cultural, retaliation by organized gangsta, cottage industries formed by social in-activists who are funded by tax $$$ and would have to get a job  if they dealt with the problems, etc,

They would feel horribly out of place in a tony subdivision where they would have to work to make a house and car payment, instead of drinking beer all day on the stoop ― they don’t even have stoops in the suburbs.
