Can Stéphane Dion thin out our immigration backlog?

At a campaign stop in Richmond, B.C. on Saturday, Liberal leader Stéphane Dion proposed an overhaul of Canada’s immigration system. He pledged to scrap the controversial immigration law implemented by the Harper government this year, and replace it with an $800-million strategy “to reduce the current backlog, modernize our immigration system, and help new Canadians succeed once they are here.” The announcement contains some good ideas and some bad ones, according to immigration lawyer and policy analyst Richard Kurland, but it's as yet unclear how either will play out under the harsh spotlight of Canadian politics.
