JIM HORNE IS CORRECT...

...the biggest victims of the Indian Act, as interpreted by band chiefs and social in-activists, are the Indians themselves!

In the 1990s, the Supreme Court handed down a series of rulings that reinforced the myth that aboriginal treaty rights could mean whatever aboriginal leaders believed they meant.
