Two Million For Enforcement?

...how much of the money collected from retailers comes back into the coffers of Toronto Silly to offset the expense paid by the taxpayers. 

If, and it is a big IF, mayorality candidates who say they will rescind the tax also eliminate the enforcement group which should result in a staff reduction of 40  ($2M/$50K est. civil servant salary).

Loblaws donation to environment: $3 million of proceeds from 1,000 stores given over three years to WWF Canada.
Amount spent policing stores: $2 million per year
