On the mayor’s watch, the repair backlog and waiting list for shelter at Toronto Community Housing has gone from bad to godawful 
QUESTION: Would the mandate of the advertising departments to increase the advertising $$$ by constantly making Ford's personal shortcomings the NEWS maybe have impacted on his primary function to run the city? Where were the councilors and bureaucrats and the TCH administration?
