GIGO

Anyone who was around in the heyday of IBM will know this is an acronym for Garbage In Garbage Out and this could be emblazoned on the City of Toronto flag carried by Comrade Miller, the Politburo and the environuts headed by Gord Perks.

T.O.'s trash fix won't work

There's one thing Torontonians can count on: When there's trash talk at City Hall, they really are talking trash.

Take the latest twist in the city's Byzantine garbage disposal scheme -- the proposed flat tax on garbage.

On top of all those recycling bins that make garbage day so complicated, they're thinking of introducing a separate flat rate charge for garbage disposal. The cost would depend on whether you needed a small, medium or large bin for your garbage but one estimate says it would cost you around $15 a month.

Yet another bin. Yet another complication. So much trash; so little change.

You can't blame people outside Toronto for being mystified, and often amused, because many of us live in municipalities that have a handle on their garbage problems.
