It's dead obvious. Ontario's premier promised more than six years ago, when he was just a young impressionable opposition leader, that he'd close down the province's carbon-belching coal-fired plants by 2007, and rescue Ontarians forever from the spectre of global warming (other than any sneaky warming that might slip surreptitiously across the border from the U.S. or China, which are slightly bigger than Ontario and have coal-plants galore. But you get the idea).
He's been premier since 2003, and his progress in keeping that promise has been .... zero. The power plants are still there, big ugly things making him look like a dufus every time he tries to claim credit for protecting the environment. Best comeback he's been able to muster lately is to send his environment minister off to Copenhagen to blame Alberta for causing Canada's emissions problem, because if Alberta would just shut down the oilsands, then Ontario wouldn't need it's coal-fired plants because ... because... um, well it just wouldn't, so shut up about it.
