The Liberals, in particular, were hoping that Ms. Fraser’s report might prove to be a game-changer, in the way her audit of the government’s advertising and sponsorship programs put a roadblock in front of Paul Martin’s “juggernaut” in 2004.
People with knowledge of the report’s contents say that it largely exonerates the Conservatives from allegations of distributing money for political rather than economic reasons. Early studies by the Liberals and some media analysis have suggested Conservative ridings were often favoured over opposition ridings. The source said the audit will likely reveal that Conservative ridings have secured the bulk of stimulus spending, but the evidence is not stark enough to bring down Ms. Fraser’s wrath.
