If you went into Loblaws and ordered one pound of ground beef and they gave you 3/4 lb. and charged you more than the advertised price you would scream bloody murder. So where is groundswell of outrage the way the taypayers of Toronto are being screwed.....
City officials want to scale down trash problem

Toronto trash officials are looking at charging homeowners a fee based on the sizes of bins they put out for curbside collection.
Under one possible scenario -- like a model in place in San Francisco -- homeowners would have the choice of putting out three different sizes of bins.
If imposed, people would pay a base fee enabling them to put out a medium-sized bin, said Geoff Rathbone, acting general manager of Toronto's solid waste department.
The fee would be less than the base amount for people who put out a smaller container. The charge would be greater for those who put out the largest of the three pails.
There would be no charge for using blue boxes and green bins. Mayor David Miller said yesterday that city works officials are studying the idea as part of their efforts to reach his goal of recycling and composting 70% of Toronto's garbage. Recycling and other waste reduction programs now gobble up 42% of Toronto's trash. Councillors will address trash-diversion issues in the coming months. Miller said he wants to see people charged an annual fee for garbage pick up.
