The Toronto Police Services Board has rejected a call to soften the force’s crackdown on panhandlers.
Social in-activists refuse to admit that "panhandling" has evolved into "begging" and is no longer the odd coffee cupper on the street but is organized and if they were to put a homing device on a panhandler they would see their route around Metro.
