Does anyone really expect the UN Security Council to take any effective action when it meets this afternoon in emergency session to consider North Korea's nuclear test (reported to be in the 10-20 kiloton range, i.e. a true, Hiroshima-size bomb, unlike the under one kiloton squib of its first test)?
