Could this have anything at all to do with this?

A month after Transport Minister John Baird and Liberal Senator Colin Kenny managed to sneak onto Pearson International Airport’s Tarmac and into other secure areas without being asked for credentials, the federal government is coughing up $359 million to boost security at Canadian airports. Rob Merrifield, minister of state for transport, said the funding will allow the Canadian Air Transport Security Authority (CATSA) to increase screening at the five major airports, in Vancouver, Edmonton, Winnipeg, Toronto and Montreal. The money will boost the CATSA budget by $140 million from last year, now clocking in at nearly two thirds of a billion dollars.
