Who stole Lake Ontario?

I was going to make fun of this as a typical example of Toronto looniness. Someone wants to put a roof on the Gardiner Expressway and plant grass and trees, with a bike path meandering through it. But since it's an idea put forward at ideaCity, the whole point of which is to present original ideas, even if a bit off the wall, it seemed a bit churlish. So I won't.

But I can't help wondering about this illustration:

OK, I got the bike path on top of the highway. But who stole Lake Ontario? That's definitely Toronto on the right side of the the highway, but off to the left, where there should be a lake bordered by dozens of ugly condos, a verdant wonderland has appeared. A meadow. A forest. I think I even see Bambi and Thumper tucked in there. Plus, where did that bend come from in the highway? I guess they did that while they were filling in the lake. Jeez, I hope Mayor Miller doesn't see this. He'll be on the horn this afternoon demanding more stimulus money.
