Wouldn't it be more appropriate to have mall security monitor the situation and if they issue tickets the revenue generated would go to organizations that help the disabled. Disabled parking permits should only be considered valid when a disabled person is actually driving or being driven in the vehicle. Persons parking without permits should be towed immediately.
