How outspoken can political figures afford to be? How much actual "straight talk" can a political system endure from its top leaders, before pandemonium erupts? These were two of the questions raised in reviewers' minds by the 1998 movie Bulworth, starring Warren Beatty.

Bulworth is a dark comedy about a political figure who makes the fateful decision to say whatever is on his mind, without caring too much about the personal consequences. I recalled the movie this week while going over some statements by Michael S. Barr, President Obama's duly confirmed Assistant Secretary for Financial Institutions. Barr previously served under President Clinton.

Barr's Bulworth moment came on Wednesday, during testimony before the House of Representative's Financial Services Committee's housing subcommittee. He spoke at length about President Obama's Home Affordable Modification Program (HAMP for short), describing it as "a comprehensive $75 billion program to lower monthly mortgage payments for at-risk borrowers, providing modifications on a scale never previously attempted" and "a key part of [Obama's] broad housing plan."
