Nova Scotia’s plan to raise the HST rate has far-reaching national effects, including rebalancing of tax powers

T he announcement by Nova Scotia to increase its HST rate by two percentage points by July 1, 2010 has far reaching effects that go beyond its borders. With Nova Scotians facing a combined federal-provincial sales tax rate of 15% (5% federal GST and 10% provincial rate), the Nova Scotia HST returns to the same level before the federal Conservatives reduced the GST portion by two percentage points in the past three years when the provincial rate was 8%. If other provinces follow through — Quebec is already hiking its sales tax by one point January 2011 and potentially another point afterwards — we will witness a significant transfer of sales tax room from the federal government to the provinces in the coming years.
