During an editorial board with the Toronto Sun in September 2003, Dalton McGuinty made it clear a Liberal government would delay implementing its election promises to avoid a deficit.
He said: “What we are saying is if we have to slow down our investments, we will do so ... but we will not raise taxes and we will insist on balancing our budgets.”
No tax hikes. No deficits
