....lies with the judicial system, long delays, light and concurrent sentencing and the community who are reluctant and scared to identify culprits. If the judiciary ensured swift trials, with no bail, and longer sentences it might allay some of the reluctance of the community.
Top T.O. cop promises strong response to shootings

Toronto Police Chief Bill Blair says the shootings in west Toronto that have left four dead in three weeks are being treated as a dangerous situation that requires an intensive response.
"We're piling a ton of resources in there," he told CTV Toronto on Tuesday.
"I've got my drug squad in the area. I've got my guns and gangs people working very hard. We're gathering criminal intelligence. We have been putting additional uniformed officers into that neighbourhood."
Over the next few weeks, another 75 officers will be deployed, he said.
The events "clearly show there's some conflict going on among the gang members out there," he said.
There are five street gangs that may be battling for the right to sell drugs such as marijuana and crack cocaine in the disputed area:
- Eglinton West Cripps
- Gators
- Five Point Generals
- Trethewey Cripp Gangsters
- Trethewey Gangster Killers
