Man jailed for assaults on seniors

A petty thief and drug addict who posed as a doctor, snuck into a seniors' home and sexually assaulted four frail women has been sentenced to 13 1/2 years in jail followed by 10 years of close supervision.

Superior Court Justice Janet Wilson credited James Burrows for 8 1/2 years of pre-sentencing custody, meaning he must serve a further five years.

But she also declared him a long-term offender — meaning he will be closely supervised and treated for 10 years after he is released.The sentence is unprecedented in length for such crimes, defence lawyer Daniel Brodsky said outside court.

Burrows, 47, has agreed to sexual treatment, including chemical castration, even though he denies committing the assaults, Brodsky said. He is planning to appeal.

Burrows acquiesced to treatment to avoid being labelled untreatable, which could earn him a dangerous offender label, Brodsky said. That label would put him behind bars indefinitely. He has a long criminal record.

In May 2005 a jury convicted Burrows of sexually assaulting four of the residents of the west central Toronto seniors' home in May 2002. Three were in their 90s. He was also convicted on six counts of being unlawfully in a dwelling and one of possession of stolen property.
