When the situation demands it, Maj. George Johnson can cut through the crap in Afghanistan.

He puts money in the hands of company commanders and they put it in the hands of Afghans.It's done expeditiously, circumventing the smothering bureaucracy and endemic corruption that has paralyzed reconstruction efforts in parts of the country.
