Putting aside the arrogance of that bombastic buffoon Moscoe this is another example of how the mayor works behind the scenes to further his left wing agenda without taking any direct heat. Sole source purchasing is against city policy but Olivia Chow, probably knowing that she would be leaving municipal politics, put forward a motion in contravention of that policy and I will bet it was done at the behest of the mayor with his promise to support her bid for a job in Ottawa.
