Trash collection debate a draw
Contracting out in old city of York

A battle over whether to let city workers -- and not the private sector -- collect trash in the former municipality of York ended in deadlock yesterday.

The contracting out of garbage has been a hot-button at City Hall for years.

City trash officials say the city can save $4 million annually by letting municipal workers pick up the garbage that is now collected by the private sector in York. They're also proposing scoring additional savings of $400,000 a year by letting civic workers collect old stoves, dishwashers and other so-called "white goods" in areas where the job is now done by the private sector.

The plan will go to city council without recommendation next month, after members of Toronto's works committee yesterday were stalemated in a series of tie votes on the issue.

Councillor Case Ootes said that the bid to give city workers the collection job in York is politically motivated.

Mayor David Miller generally opposes contracting out services and has had the backing of CUPE, Local 416 -- the union that represents Toronto garbage collectors.

Brian Cochrane, president of Local 416, expressed disappointment. "What it does say is that no matter how hard our guys work, the right-wing here are philosophically opposed to in-sourcing any work -- and that is a real problem."

Councillor Doug Holyday said contract is cheaper and drastically reduces the threat of strikes.
