This is true at all levels of the public service and it is because civil servants, encouraged by their unions, think they actually "earn" their sick days which is a misnomer. They are given sick days........

Disability claims soaring in the federal public service
Disability claims have soared to a 37-year high in the federal public service because of job stress and problems related to work-life balance, according to data compiled by the Public Service Alliance of Canada. >
