Ottawa shelves reform plans on native governance

OTTAWA — Measures to prevent corruption on reserves by native chiefs and councillors are being shelved until the Conservatives have a majority or the opposition has a change of heart, Indian Affairs Minister Jim Prentice says.

The minister explained yesterday in an interview with The Globe and Mail why he has not moved on a promise to reform the Indian Act when it comes to elections and transparency.

The mood of the current minority Parliament became clear early on, he said, when the opposition ganged up on the government to delete a section of the Federal Accountability Act that would have allowed the Auditor-General to audit band councils accused of misappropriating federal funds.

“I thought that was a pretty important governance improvement,” Mr. Prentice said of the deleted provision. “The opposition parties wouldn't [support it]. So the thought of embarking on a major revisitation of the whole governance regime would be a wasted effort in the context of this Parliament.”
