What if Ontario held a referendum and no one cared?

The one issue that all sides of the debate on electoral reform can agree upon is this: The public indifference is overwhelming ahead of the Oct. 10 vote.

"It is a sleeper issue in the sense that it's putting people to sleep," says Nelson Wiseman, a political science professor at the University of Toronto.

"They're not interested. I don't think it's an elephant (in the room), I think it's more like a cockroach or a little mouse running around."
