Reduce the cost of running the city, put a freeze on hiring, get rid of redundant properties, look at contracting out, reduce councillor's salaries and expense accounts, harmonize services to their lowest level (if you can't clear sidewalks in the old City Of York then don't spend money clearing sidewalks in other parts of city, etc.), if there are costs borne by city that should be borne by other levels of government set a deadline and tell those levels of government that you will quite funding them by that date (get some balls), reduce costs by instituting "work fare" programs for those on social assistance that are capable of working (this includes the homeless),
