Put your money where your mouth is

Faced with his province's largest city declaring a fiscal crisis, Liberal Finance Minister Greg Sorbara offered up the services of independent value-for-money auditors to come in and scour the books of the City of Toronto.
Mr. Minister, what took you so long?
Every loudmouth within sight of the CN Tower has an opinion on how Mayor David Miller is running -- or ruining -- this city.
The politicians and staffers at City Hall have been begging Queen's Park for years to lend a helping hand, not just offer one-time fixes.
Those same people continue to boast about Toronto's efficiencies:
That the TTC is run on a shoe-string budget, with its costs among the leanest of any transit authority.
That Toronto Police -- despite being by far the biggest budget item in the city, sucking up almost a quarter of every tax dollar in the city -- claims to be lean and mean.
That city administration has actually been reduced, while the city's workforce -- largely TTC -- has grown.
That almost half of the city's $7.79 billion operating budget is salaries and benefits paid to employees who deliver city services and it's "not discretionary," according to a press release from last week.
