Panhandling Is Not Just A Downtown Problem

I will bet everyone can tell you a story about being approached in malls and parking lots across the GTA by individuals with stories about needing money to get home, they haven't eaten for a couple of days but their clean appearance would indicate they have some sort of shelter, etc. etc. I was even approached in the aisles of a Dominion Store by a male with two kids in tow and listened to his story about recently coming to the country and not being able to find work, etc. Begging is condoned and hasn't changed since the time of Charles Dickens and has become a cottage industry supported by tax $$$.
